I urge you to read the actual bill... it is very short.  The link you provided was helpful:

My interpretation is it would stop these organizations from banning ham antennas outright, but it does not require the association to give up what they consider important factors.  So for example, they could say the antenna cannot be visible to anyone.  To be totally invisible is a pretty hard standard to meet, so that could be nearly as bad as a ban.

And the bill says the FCC regulations would nowrequire hams to notify their association of any antenna installation - thus my comment about stealth antennas.  If you tell them about your antenna is isn't "stealthy" any longer and now you'll have a fuss with them over it.

I appreciate the other concern about the erosion of contracts.  My experience has been that these associations are full of petty tyrants, so I don't have much sympathy for them.  But I understand the concern of overreach by government.
