When you transmit legal power with any phone signal of 2,5  kHz wide 
spectrum, or any digital signal of that spectrum width, your 
spectralpower density will be about 2 S-points down compared with a CW 
signal of the same power.

So what? Phone and wide digital spectra need protection against CW, not 
the opposite. CW is the LION caged in the CW band portions (unless the 
upper band edge is an escape in the case of some contest)
