[CW] Restoring a 1943 Tin dataplate

I can't remember when they went to tin to save brass for the war 
effort.  I believe some were even painted
brass for effect and protection, so you maybe dealing with a coloured 
varnish, even.  You might try a lacquer
thinner to see if it is.
