Hans,
The FCC (and FAA and probably others) are required to publish the questions -- I'm not so sure about the answers. This goes back decades -- my recollection is that there was a court case that forced it.
Obviously, once the government publishes the questions, third parties are going to publish the answers.
Unless you want to go back to the days of drawing circuit diagrams and essay like answers (which I personally wouldn't mind) I don't see much alternative.
