Also Top Band has historic basis for this, it ORIGINALLY started at 200m
recalling "200 meters and down" which wete the start of the short waves,
was a spark band then continuous wave came.

Every other band from 80 thru 10 is allocated to specific modes, and helps
keep incompatible operations away from each other. CW, of course is
allowed in the entire specturm of every other band, right up through 2
meters, so why not do the same with 160? I know, in the past, there were
always comments of antenna bandwidth, which was the reason many wanted to
use whatever mode they wanted, all the way down to the bottom of 160, but
with today's multitude of tuners, that is simply not a good reason. If we
are going to get the band, now is the time to make a decision on using it.
Given todays ability of the spotting network, it becomes more important
that we do that, as well, as many of us are really tired of seeing a spot
on, say 1.810, and running there only to find it is SSB and not CW. That
completely spoils the automatic QSY, and mode use ability of modern
computer to control our radios.
