[CW] Japan to eliminate Morse Testing

A huge percentage of licenses in Japan have never been CW required. They had 'hand out" tickets, way back in the 60s. A few Yen, and that's all it took. They actually had 15 meter capability, but were limited to something like 5 watts. When the Hong Kong Amateur Transmitting Society complained about the interference from huge numbers of such licensees, their society president told us that there was no problem as those were only 5 watt radios, and couldn't be heard outside the country. ???? I didn't count JA cards I had received, I just weighed them by the pound. This doesn't really surprise me, except for the fact I figured it had already taken place.
