[CW] Using American Landline Morse on the Ham Bands

I was recently told by someone who should know that it is prohibited to use 
American landline Morse, or non-standard codes such as the Japanese or 
Russian Morse Code alphabets on the ham bands.

I seem to recall that American Morse has always been  legal and that 
amateurs  had occasionally used it over the air since the beginning, and 
until maybe a few years ago (probably after most of the OTs had gone SK), 
there were even some American Morse nets that met regularly on 80m.

Is this something new that the FCC has sneaked into the rules without a 
formal rulemaking proceeding?  I don't ever recall hearing about any such a 
rulemaking proposal or R&O.
