[CW] use of AR

It's been a long time since I worried about things like this, but as I 
recall, the "standard procedure" for AR, at least back in the late 50's, 
was as the ending to a call to another station  _before_  contact was 
established.

As in   'K1XX de K4OAH AR'  sent as a reply to a CQ by K1XX.
