US Navy operators could only use bugs IF they had passed an examination for 
a "Speed Key License".  Test required you first demonstrate 5 minutes 
operation with a straight key at 25WPM (2 corrected errors allowed). 
Perhaps 5% or less USN ops qualified for this license.
