[CW] Code Stuff - like the CW bands!

In general, looks like a good plan to me except that digital should be  
included
with RTTY. But...A CW contest can clobber the whole CW band also.  
Should we put
them elsewhere ?? The plan probably will never fly. Phone ops will crab a lot
but the only QRM on phone is usually in the General portion. The Extra portion
is nearly empty with no sign of filling up except with AM and WBSSB.

I still like the plan. JMHOP.
