[CW] QTC - Unknown Station 3647.5 kHz

[Danny Douglas]

They identified W0QU (with a doctorate) and NU4H.  Those good ole boy
accents will fool ya.   Listening SSB I can copy the code fine, so its ACW
and not pure CW.
