[CW] QTC - Unknown Station 3647.5 kHz

I'm listening to this station and he is 599 with ssb on top of him.
I'm in Louisville, Ky. with an inverted vee up 80 ft broadside e/w
I have never heard this station before.
My rig is a Kenwood TS-570SG
