[CW] ARRL and FCC proposal

Stations licensed as secondary users have to tolerate "interference"
from stations licensed as primary users.  An example is the loud
point-to-point RTTY stations on 10 MHz which are non-amateur stations.
 Another example is on 3700 kHz XFS2 which makes nightly broadcasts of
WX in the clear (I think around 0200Z still another were the maritime
coast stations in the 3550-3650 kHz bands in Region I engaged in RTTY.
 Others include shortwave broadcast and utility stations in our 75 and
40 meter bands.

This does no mean that all such stations are legitimate - some are
invaders - but some are indeed licensed and given primary
authorization according to the ITU treaties.
