[CW] ARRL and FCC proposal

Jim, as you know, CW is my very favorite mode. It is especially favored in
the rules, having 200kHz of completely exclusive territory in the National
Amateur Radio Park, a privilege afforded no other mode. Even more favorable
is the fact that CW can be used essentially anywhere we wish in the
National Amateur Radio Park (except for 5 narrow channels on 5MHz). No
other mode is so generously privileged. Now what part of that greatly
privileged allocation is "scary"?
