So I'll explain historically:

Before November 22, 1968, all Generals, Conditionals, Advanceds, Extras, 
Class As, Class Bs, and Class Cs could operate on all authorized amateur 
frequencies. 

Before February 14, 1953, however, Generals, Conditionals, Class Bs and Class 
Cs could not operate 'phone on the ham bands between 2.5 and 25 MHz.

So it was somewhat common to hear phone-to-CW QSOs in the HF 'phone subbands, 
because the station using CW didn't have an Advanced or Extra.

"Subbands by license class" (aka "incentive licensing) went into effect on 
November 22, 1968, with additional changes one year later. These changes set up 
Extras-only and Extras-and-Advanceds-only subbands on the 80, 75, 40, 20 and 
15 meter bands. Use of certain subbands - for *any* mode - required the 
appropriate license. 

The recently announced changes simply change where those subbands are. For 
example, use of 3.60 - 3.70 will require an Extra - no matter what mode is used. 
Use of 3.70 to 3.80 will require an Extra or Advanced - no matter what mode 
is used.
