[CW] FCC Actions - OOOOPS?

It looks to me like Jim is right. 

The FCC made a typo; as it stands, General Class 
licensees have more data privileges than Advanced 
Class licensees.

In any case, this is a disaster for CW traffic nets,
most of which operate between 3600-3675 KHz.

Also bad for RTTY users.

The ARRL had only proposed reallocating 3725-3750 
KHz to phone (which was also what was in the 'Notice 
of Proposed Rulemaking'), so the FCC went way beyond 
what had been proposed earlier.
