[CW] FCC/CW ID ??

They should carry such a device. Here in Buffalo, the Police Department
repeaters were all transmitting the wrong callsign in CW. They never
noticed. The FCC (local office) never noticed. This went on for at least a
couple of years. I noticed, explained to the Police Department that they
were breaking federal laws, they changed all their ID's quickly.
