[CW] Katrina emergency nets

I think it may be a reflection of the poor coverage
most CW nets have these days.

I participate often in the Texas CW net. Almost
always, I'm the only checkin from the Austin, Tx 
area; a metropolitan area with over half a million 
inhabitants. Very often, we have no checkins at all
from the panhandle (Amarillo, Lubbock) or west Texas
(El Paso, Odessa, Midland), or Corpus Christi in
the valley - all pretty sizable towns.
