[CW] CW speed

   I asked my friend, a retired FCC inspector, why the 20 
wpm limit, he told me: "to work in the field (as opposed in 
the Washington area) all FCC engineers must pass a 20 wpm 
Morse code test."
   So they are expected to be able to copy IDs up to that speed.
