I'm going to take a stab at this. I can imagine that the 'speeding tickets'
mentioned earlier were friendly warnings. I have been reading a lot of
reports from the FCC. It seems to me that unless a violation is pretty
severe AND/OR there is someone (a group or a position of authority) is
pushing the issue, then the FCC generally gives a notice of violation in
which the suspected violator can answer explaining that they goofed up and
have taken measures that will prevent a recurrence of the problem. At that
point, it seems that an acceptable answer will basically put the violation
notice to a pause, if not an end unless further complaints are reported. If
it is serious, mainly a repeat offence or being pushed by someone with
authority, suspension of license or a fine may be imposed.
I am not saying this with FCC authority, but with my opinion based on how I
see enforcement being handled on the cases I read about.
I am not saying that the FCC can't be strict with stupid offenders such as
disrupting Police communications etc. but from what I can tell, they bend
over quite a ways before striking hard.
