Jim,

ARRL Policy is established by the ARRL Division
Directors. You're wasting your time contacting
your ARRL Section Manager. 

The Section Manager's job is Section Activity; 
Nets, Clubs, representation before State and 
Municipal Governments, etc.

I wrote and communicated my objections on the 
licensing changes the ARRL proposed to my Division
Director and Vice Director. Also filed my comments 
with the FCC. I didn't use emotionally loaded 
terms like "dumbdown", and I received a courteous 
reply from the West Gulf Division Director (Coy 
Day, N5OK).
