At which point the structure will be so close to falling thru that the FCC will
more than likely give ARRL more than they ask for, and do away with any
licensing requirement.

And exactly what would be the incentive (remember that word?) for the FCC
to add a license class?
The FCC wants out - plain and simple. And the ARRL wants more
classes. Who's gonna win?
I think we'll all find out sooner than we think.
