This is most likely true.  Neither the FCC nor the ARRL has thought this one
through very well.  Bother organizations tend to think small in my opinion.
They appear to ignore the rest of the world.

To top it off the ARRL's proposal by bandwidth now admits that most stations
do not have the capability to measure bandwidth.  So now the move appears to
be to assign a "clean signal" bandwidth.  Sounds very similar to regulation
by mode again.  Maybe we have just come full circle.

I don't know about the rest of you, but I was proud of my novice call and
license.  Getting the CW speed up for higher level tests was not only
expected, it was its own reward.  Refarm the novice bands??? @#$@#$@#$#@$
