You can use an open source sound editor, such as Audacity;
import the file and re-record it at the lowest bit rate your iPod
will accept.

Audacity is free cross-platform: Linux, Mac, and Windows, and
is available at:

        http://audacity.sourceforge.net/

There are others, but this program can't be beaten with a stick.
