Richard,

I don't consider speed requirements to be a downside. There are many 
clubs which are open for every CW operator.

On the other hand the existence of clubs with speed requirements may 
stimulate some CW operators to improve their skills by qualifying for a 
membership.

Elitist tones are made by individuals not by clubs.
