It is being dealt with internationally, by the IARU Region 1 500KHz
Working Group, which has representatives from all 3 regions.
This working group was formed after WRC 2003.  I suppose we should
find out who we can send our comments and suggestions to, if I get
a few spare minutes I'll do a little research.
