[CW] numbers ?

My bet is that it's all written by Fred Maia, W5YI,
who has for many years been working to dumbdown Amateur
Radio so he can profit from it by marketing study guides and such. 
I believe I recall that years back he filed a petition
with the FCC to force the ARRL to halt code practice
transmissions from W1AW. 
How a person like this was allowed to grab control
of the NCVEC is beyond me. 

Let's not forget to file reply comments to his "proposal" !
