Seems perfectly straight forward to me.  Again, I think too many are trying 
to read too much into the responses.  

Reminds me of some of the questions on inspections I used to do for a 
company, while going to college.  "Is the public restroom clean?"   "Yes"   "No"   
"No public restroom"  Pretty straight forward to me.
