if you read between the lines and what they are working on with the new 
subband by bandwith instead of mode. is that they will slowly take those cw 
freqs from us as their thinking is "they are not being used by everyone.. 
we have novice who are not required to take a code test now and since they 
do not know the code and the ones that did take a code test are fast 
becoming sk's we need to use the freqs to the utmost. so give them phone on 
the old cw freqs"

go to fcc.gov and read  RM -10811 file your commits on it. it is better 
then the arrl  one.. at least it calls for  5 and 12 wpm code and no free 
phone bands.
