Hello Ken;
I don't know if this would work, but maybe you could put a letter in with
your envelopes stating that you don't want cards sent unless x amount of
cards are received. Then on the envelopes themselves, put the words, "Do
not send less than x cards." You could put that on the flap or in hte
lower left corner. Someplace not inconspicuous.
