[CW] ARRL Proposal

Since the ARRL's proposal, just approved by the Board of Directors, 
includes some of my thinking, I find it very attractive :-)

Remember the Brits came up with a similar scheme in 2002--and implemented 
it--with the result that the UK has a bunch of new hams. This is not such a 
bad outcome, if your aim is to avoid becoming a dinosaur.

Overall, the proposal should add some life to the HF bands, and if CW ops 
will take the time to recruit some of the no-code licensees and encourage 
them to try CW, it may add some life to the sparsely-populated CW 
sub-bands.  (I'm listening to 10 meters now (28.0 MHz--28.3 MHz!), and one 
N3 has been working Europeans and there are a few other QSOs going on, but 
not much.)

On the other hand, CW ops can sneer at the "dumbed-down" no-code licensees 
as inferior creatures and walk away from them.
