Excuse me, I believe the following is wrong in two respects.

First, you cannot set the dit to dah ratio on a semiautomatic key by any 
of the adjustments. The dit to dah ratio is determined by how the 
operator keys the dahs relative to the speed that the dits are being 
produced by the key. Adjusting the key for 50% power with dits will 
acheive a dit on/off ratio of 50%, which is correct. It is still up to 
the operator to get the correct dit/dah ratio by pressing the dah lever 
for the correct duration.

Second, using an electromechanical meter to indicate average power, will 
work to set the dit on/off ratio to 50% only if the meter does NOT have 
electronics that make it work in a peak reading manner, or if it does 
the peak reading function must be OFF.
