Nice try Mike, but I'm afraid it won't work.
Checking 47 CFR Part 13 you see that the law clerks at FCC have done their
job!
� 13.13(d) An applicant will be given credit for an examination element as
specified below:
(1) An unexpired (or within the grace period) FCC-issued commercial radio
operator license: The written examination and telegraphy Element(s) required
to obtain the license held; and
(2) An expired or unexpired FCC issued Amateur Extra Class operator license
document granted before April 15, 2000: Telegraphy Elements 1 and 2.
FCC shouldn't give credit if this isn't met, but does this determination
rest with the VEC? According to the regulations, it is determined by the
VEC, but is it rechecked by the FCC?
Some of the COLEM's that give the exams are W5YI's NRE (National Radio
Examiners) and NARTE.
One thing that grieves me is that National Radio Examiners (W5YI) don't
require a person with a commercial license to give the test.
An Amateur Extra or a person with a Commercial License can give the First
Class Telegraph Exam under NRE or NARTE - or another COLEM.
I know most of the people with a T1 license in Massachusetts - and NONE of
us (even though registered) have ever been called to give a "Commercial"
exam.
