The President of ARRL is like the President of the United States.  The 
"administration" runs things at the nut-and-bolt level, and the President is 
the spokesperson for the administration.  I recall reading stories in old 
QST's and RADIO magazines before WW2, about Hiram P. Maxim not being totally 
aware of what was going on at the league.
