I believe that it would make common sense (ouch!) for the League to keep
these certificates available on the Webpage, much as they keep the
membership certificate available. This way, an Elmer could award a
"newbie" ham with an RCC by printing it up and mailing it to said
prospect.
This method of operation, alas, is not a money maker; but a courtesy. I
guess it won't fly.
