It's someone spinning the tuning dial.  Very poor practice, and technically 
illegal, but guys have done it forever, mostly oldtimers who want to watch the 
SWR needle rise and fall as they tune across resonance. For example, an op 
might do that at the start of a contest to see how far he can wander without 
adjusting his antenna tuner.  It's also a quick way to find out where the 
antenna is resonnant if you don't happen to know.
