[CW] No discussion at ARRL when CW vote was taken

It appears that there was little or no discussion at the ARRL meeting
when the (secret) vote was taken.  As it was explained to me:

" the executive committee had already put together the restructioning plan. "

...and didnt want, or accept discussion from the division representatives.
Imagine that!
