[CW] extended opportunity to comment on 04-140

the opportunity to comment on the fcc notice of
proposed rulemaking 04-140 has been extended to
september 15 (apparently owing to an administrative
screw-up). this is the proceeding that concerns
'novice restructuring'; transferring some portions
of the former novice bands to radiotelephone use.

i filed a brief comment on the proceeding. 

i felt that it wouldn't hurt too much to allow
radiotelephone between 3725-3750 kilohertz, but
i sqawked at the idea of allowing 'phone between
7125-7150 khz. it's my experience that alot of
cw newcomers still actively use the 7100-7150 
segment as an area to cultivate their telegraphy
skills, and that losing the 7125-7150 portion
would impair that very worthwhile use of the 
spectrum.
