This is a complete contrast to the new UK system which requires both 
theoretical and practical knowledge and is assessed on them both.
I believe the UK is the only country atm that has an _increasing_
ham population - surely there's a connection.

If you go to the Radiocommunication Agency website you can download the
syllabussus (syllabi??) and see what we are doing.
