Actually, until the point that the FCC stopped us from just one person being
able to give the tests, and even after that -- when 2 could give a Novice
test. I tested them in both sending and receiving. Only after They passed that,
would I get the written test out and give it to them. My game -- my rules --
as long as I met FCC's minimum requirements. After they added Novice to the
regular testing scheme, I had to send them to another test session, only after
I was sure they could pass (By giving my own "Practice" test.
They wonder why the numbers of Novices dropped so badly in later years. That
is the reason. They made it too difficult for the adults who were getting
new kids into the hobby. When you sitting out here, as the only HF operator in
a county, you wind up having to send people to another county to test, etc. I
had managed to get another guy, from the next county over, to come and help
me test, but we gave up on that when they started making us do the regular
testing, and frankly I haven't taught a class on my own since then.
