[CW] no code fix

Exactly what I recommended months ago, and for which no one has seems to jump 
on my band wagon.  I even asked the ARRL to do that over a year and a half 
ago, and they choose to ignore any such suggestions.  

Let the no coders have ssb.  But keep them off our cw FREQs, till they prove 
they are interested enough to pass a test that almost any 10 year old could.
