[CW] no code fix

ok guys here it the answer .. to the whole 9 yards. hihi.....
w6bnb is the way to go BUT we need to add one little thing.
all class's now use the ssb sections of the bands that they are allowed to 
use..
BUT to use the cw sections you have to pass a code test... 5 wpm give you 
digi and novice sections
13 wpm gives you  general and advanced
20 wpm gives you the extra sections...

NOW this lets the no coder's have their ssb sections.. and us code guys 
keep what WE EARNED.. with 13 and 20 wpm..
