I do not think that the FCC will pay any attention to non-citizens responding to this, unless they happen to hold a US amateur license. Why should they? Certainly no other foreign governments equivalent to the FCC would care what I thought about their internal rule making. The place to do that is with your own governments agency, and hope they take that response onward to the ITU for its rulemaking. We missed out on that already, since the ITU members voted to do away with the code requirments.
