[CW] FISTS Petition-Comment on RM-10811

I agree with David Ring about the FISTS petition, both as to substance and 
with regard to the fact that something like this should have been submitted 
20 years ago. It seems that noone in the amateur community had any vision 
and just kept rolling along, content with things as they were. Current and 
future participants in the hobby will pay the price for this neglect.

I cannot bring myself to believe that the Commissioners will pay any 
attention to these issues. Since the proposals that have been put out for 
comment recently are all over the place, it would take a conscientious set 
of bureaucrats and a concerned Commission to sort them out constructively. 
I just don't see it happening.
