[CW] FISTS Petition - Comment on RM-10811

Dear Alan,

I have read the FISTS petition, and I like it.

I think it really hits lots of nails on the head.

The only thing that I can see that might be improved on is "farming out" the
old novice sections - unless I missed that.

I know that FISTS is a CW club, but perhaps there should have been some word
to expand the phone band with privledges for the new Technicians who should
be given a "taste" of SSB on the lower HF bands.

Whoever did the work on that petition did a wonderful job - I know it isn't
easy pleasing "All the people, all the time."

I think the Technicians should be given some of the Novice frequencies on 40
and 80 - perhaps moving the SSB alocations down, and having them at the top
of the band - as the lower frequencies are generally considered "Prime" for
DX.

Does such a fine tuning method exist for FISTS to sharpen this proposal?
This is the ONLY negative thing I've heard on the various reflectors.

Nancy did a great job on this - and the rest of the FISTS who helped her
should be given a pat on the back.

The FISTS Petition has been given the number RM-10811.  FCC is now receiving
comments.

Note that it the FISTS petition NOT just about CW - it is very comprehensive
and proposes better support for digital modes, upgraded technical skills,
and better testing procedures.  This is the Ham Radio the restructuring
SHOULD have given us!
