I agree with most of what n7dc said on the no code licensee's not being able 
to operate on the code bands. That part is good. Letting them on HF is not. 
When you lower the standard for being a Ham. You let in people who don't work 
very hard for anything. Some of these people are already on the bands doing 
there good work. We don't need more of them.
