[CW] Morse proficiency

Angelo tossed a couple of Commercial Exam-takers while I was taking my 
Extra... they had done something wrong-not cheating-just failed to follow 
directions in some manner. Only thing I remember about it is the impression 
that it wasn't unfair-and was fairly stupid on their part-whatever it was.
