At the moment 631 comments are on file in response to Docket 03-104
regarding broadband BPL (PLC) technology. That number is a little inflated,
however, because several comments addressing the media ownership proceeding
(ruled on yesterday) were somehow erroneously filed under this docket
number. Also, numerous comments were filed in multiplicate, with as many as
half-dozen copies of a single filing appearing as separate comments. I
didn't count, but would estimate the actual number of valid comments to be
in the low 500's range.
Without taking the time to read each one of over 500 comments, I sampled
the files, and found only one comment in favor of the proposal. The vast
majority expressed opposition based on potential interference to amateur
radio, although other uses of the HF spectrum such as radio astronomy and
shortwave broadcasting have been addressed. Interestingly, at this time NO
comments appear to have been submitted by the PLC industry. I suspect they
are waiting till near the end of the comment period, so they can digest the
filings and compose a comprehensive rebuttal, while leaving little time for
rebuttals to their position. However, the FCC normally allows a short
extended period beyond the initial deadline to accept REPLIES to comments on
file.
A couple of interesting lengthy comments were filed by E.S. Gosnell III and
Atwerst Alliance - I would recommend reading over these as you compose your
own.
According to Ed Hare, the deadline for comments on Docket 03-104 is 07 July.
