The notice was published in the Federal Register on May 23, 2003 at 68 FR=

28182 (2003). According to the notice, the deadline for filing comments i=

August 6. However, an article by K1ZZ on arrl.org states that the filing
deadline will be 45 days after publication in the Fed. Reg.

In my opinion, a good example of a brief, reasoned comment filed in this
matter is that of Howard Saxion, filed on May 28. I'm not suggesting that=
 you
copy it, but you might want to review it before filing your comments. Go =

function of your browser using "Saxion" as the search term to find it. =

Perhaps ARRL has sample language for a filing on its web site. =


Typically, commercial entities and trade associations wait until the end =

filing period to submit comments. =


The FCC seems to be VERY pro-business these days, but a lot of comments
concerning interference to the Amateur spectrum may help carry the day fo=
r us.
