Actually, there are more written about PLC on the League's website, and I
believe there is several threads ongoing as well at the QRZ site.  Japan
scuttled their bid on PLC mostly on the interference issue, and Amateur
complaints were a factor.  Also, I understand that a city in the
Netherlands - I believe Arnheim - is experimenting with PLC now, and RFI
complaints are legion in the area.  I believe that it is still possible to
post a comment on the FCC website, details on doing so are found on
www.arrl.org among others, and maybe post a comment on behalf of Amateur
Radio.  I know perhaps that many maybe disillusioned with the FCC comment
process on this reflector, but this is definitely a good time to set that
aside and file a comment, it may take a great many comments to sway the
Commission from it's position.

Also, with a note of irony, I heard from hams from both Japan and PA-land
that CW was the only mode to get through the interference reliably.
